Violence and social turmoil undermine human security and critically deter socioeconomic development. In the 21st Century, the number of fresh, armed conflicts has been declining but the risk of conflict recurrence remains high, a reflection of incomplete state-building processes in post-conflict situations. There are also difficult transborder events that stretch the conventional paradigm of national security and threaten the lives and safety of ordinary people, such as the 1997 Asian financial crisis and the September 11 terrorist attacks. In the research area of Peace and Development, we conduct studies on conflict prevention, state-building and transborder security issues.

1. Preventing Armed Conflict and Building the StateIn order to prevent or resolve armed conflicts and to establish post-conflict peace, multiple approaches are needed including minimizing various structural causes. This might be attempted in conjunction with military interventions, such as peacekeeping operations, or political measures, such as preventive diplomacy, arms reduction and conciliation. Building a legitimate state in the eyes of the people is also important. Through comparative analysis of specific cases, JICA-RI studies how structural factors and political processes mingle to trigger armed conflicts and what kind of state-building measures might prevent conflict recurrence.
