     ASEAN member countries signed the Declaration of ASEAN Concord II at the Ninth ASEAN Summit in Bali in October 2003 and declared that an ASEAN Community shall be established comprising three pillars, namely political and security cooperation, economic cooperation, and socio-cultural cooperation that are closely intertwined and mutually reinforcing for the purpose of ensuring durable peace, stability and shared prosperity in the region.  In such an effort to promote regional integration, economic cooperation in the region in finance and foreign exchange, as well as trade and investment has been traditionally regarded as the most important policy issue.  However, as the economic integration deepens in the region and the barriers are removed against the mobility of goods and services, labour and capital, as well as information, many cross-border issues such as drug smuggling, human trafficking, piracy, illegal logging, haze, food safety, use of water resources along the international rivers, and communicable diseases have been arising to pose the region new threats.

     What is the ideal framework for regional cooperation to cope with the new threats?  How should we build the capacity for regional governance to promote regional cooperation? These are a big challenge to the ASEAN region.  These threats may be regarded as threats to human security in the region.  The heads of states of ASEAN member countries and the government of Japan, issued the Joint Statement of the Ninth ASEAN-Japan Summit, "Deepening and Broadening of ASEAN-Japan Strategic Partnership" in 2005, whereby Japan has declared support to ASEAN’s efforts to respond to cross-border issues as well as to establish the envisioned ASEAN Community.  How ASEAN and Japan should respond to human security threats in the region and contribute to the protection and empowerment of the people affected is still highly case-specific to the nature of the threats and the situation of the people living in each corner of the country.

     The JICA Research Institute (JICA-RI) and ASEAN Institute of Strategic and International Studies (ASEAN-ISIS) have initiated the joint research project on "Mainstreaming Human Security in ASEAN Integration" during the last two years. This project examines critical cross-border issues and regional public goods from the human security viewpoint, and identifies implications for the realization of the people-centered ASEAN.

     Cooperation for achieving human security is one of the key agenda items to be discussed at the Asia-Pacific Economic Cooperation (APEC) meetings in Japan this autumn.  How the measures to realize a people-centered ASEAN have been implemented with the involvement of other APEC member countries such as the United States, China and Australia, will be shared and discussed at the Symposium with the participation of Southeast Asian researchers who have watched those countries from the ASEAN side.
